Quoted -

The PC version of Arkham City has reportedly been delayed again, this time until November 22nd in the US and the 18th in the UK, according to release dates on the Arkham City Steam page. The lack of any comment from the developers is odd and has left many feeling annoyed.

If the delay is due to a need for additional polish then, although irrititating, it's understandable. However if - as some people are suggesting - this has been a conscious decision made by the developers with the idea that a simultaneous release would have cannibalised console sales due to piracy (as the Dungeon Defenders dev said just after delaying the PC version and just before the PC version made 80% of overall sales), then there's less sympathy to be had. Perhaps they looked at the game-release horizon and decided they'd be better off waiting - whatever the reason may be, the fact that the devs haven't addressed the issue does nothing to allay the unrest of those who have been anticipating this game on PC since before its first, month-long delay.
